Abstract
Police performance is critical to maintaining public order, state legitimacy, and legal integrity, yet officer conduct and efficacy are heavily bounded by the internal organizational environment. This paper systematically reviews global empirical literature on the organizational determinants of police performance, identifies four major structural and theoretical research gaps, and formulates a pre-data collection conceptual model grounded in organizational behavior theories.
